Since 1995, the Pasadena Partnership to End Homelessness has served as the lead agency for the Pasadena Continuum of Care. The Continuum of Care (CoC) is a planning process implemented by the U.S. Department of Housing and Urban Development (HUD) in 1994. As one of the largest sources of federal funding for programs that address the needs of people who are homeless or at-risk of becoming homeless, HUD recognized the need for a more coordinated, collaborative, and community-driven approach to allocating resources to communities. The Continuum of Care process is the process by which communities identify local needs, develop strategies, and submit a single application to HUD for funding for programs designed to meet the needs in the community.

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies and plans to prevent and end homelessness; provides coordination among the numerous local organizations and initiatives that serve the homeless population, and manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.

New CoC Projects

The Pasadena CoC actively encourages new and existing providers to apply for new or expansion projects through available Reallocation and/or Bonus funding during the CoC competition. All new projects must submit applications no later than TBD to be considered for inclusion in the CoC application.

The U.S. Department of Housing and Urban Development (HUD) scores the annual CoC Program Consolidated Application that is submitted by the City of Pasadena Department of Housing (as the Collaborative Applicant for the CoC) and solely determines which projects (if any) are selected for funding. Projects that are selected for inclusion in the annual CoC application during the local competition are not guaranteed a contract award.

On TBD the Pasadena CoC will host a new projects application workshop at 2:00 p.m. PST via Zoom. All interested applicants are strongly encouraged to attend the workshop to understand eligible project types and submit any questions. New Project Workshop

Intent to Apply Submission Deadline

All applicants interested in applying for available bonus and/or reallocation funding should submit their intent to apply by TBD.

New Project Applications Due

All new project applications are due by TBD Applicants are required to submit an online application with all required attachments and requested information.

Evaluation Panel Review

Members of an evaluation panel will meet on TBD to review and score all new project applications.

Notification of Preliminary Scores and Appeals

All applicants will be notified of their preliminary project scores on TBD. Applicants are given the opportunity to appeal the new project application process by TBD.

CoC Board Approval

The CoC Board will meet to hear appeals (if any) and approve the new project scores and final ranking on TBD.

Notification of Project Acceptance/Rejection and Ranking

All new projects will be notified in writing on TBD of the CoC’s acceptance or rejection new projects, including the final ranked position of all accepted projects.
