Since 1995, the Pasadena Partnership to End Homelessness has served as the lead agency for the Pasadena Continuum of Care. The Continuum of Care (CoC) is a planning process implemented by the U.S. Department of Housing and Urban Development (HUD) in 1994. As one of the largest sources of federal funding for programs that address the needs of people who are homeless or at-risk of becoming homeless, HUD recognized the need for a more coordinated, collaborative, and community-driven approach to allocating resources to communities. The Continuum of Care process is the process by which communities identify local needs, develop strategies, and submit a single application to HUD for funding for programs designed to meet the needs in the community.

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies and plans to prevent and end homelessness; provides coordination among the numerous local organizations and initiatives that serve the homeless population, and manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.

Emergency Solutions Grant (ESG) Program

As an Emergency Solutions Grant (ESG) Entitlement jurisdiction, the City of Pasadena receives an annual allocation of ESG funds and releases a Request for Approval (RFA) with guidelines to apply for those funds. All qualified entities are encouraged to apply for this opportunity. The RFA will be available on the City of Pasadena’s procurement Portal on OpenGov found here, when it is released.  Interested parties that do not have accounts should create an account here.

Eligible categories for funding include Emergency Shelter, Homeless Prevention and Street Outreach.

2024 Request For Approval (RFA)

On TBD, the City of Pasadena will host an ESG funding workshop (more information coming soon). All interested applicants are strongly encouraged to attend the workshop to submit an application and be considered for funding. Evaluation Criteria

RFA Responses Due

All RFA responses are due by 5:00 p.m. on TBD Applicants are required to submit an online application with all required attachments and requested information as well as one original hard copy application.

Grants Evaluation Panel Review

Members of the Grants Evaluation Panel will tentatively meet on TBD to review and score each application and make final funding recommendations.

Funding Recommendations

It is anticipated that applicants will be notified of the preliminary funding recommendations made by the Grants Evaluation Panel the week of TBD.
