Since 1995, the Pasadena Partnership to End Homelessness has served as the lead agency for the Pasadena Continuum of Care. The Continuum of Care (CoC) is a planning process implemented by the U.S. Department of Housing and Urban Development (HUD) in 1994. As one of the largest sources of federal funding for programs that address the needs of people who are homeless or at-risk of becoming homeless, HUD recognized the need for a more coordinated, collaborative, and community-driven approach to allocating resources to communities. The Continuum of Care process is the process by which communities identify local needs, develop strategies, and submit a single application to HUD for funding for programs designed to meet the needs in the community.

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies and plans to prevent and end homelessness; provides coordination among the numerous local organizations and initiatives that serve the homeless population, and manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.

How We Help

The Pasadena Partnership develops strategies to end homelessness, manages the CoC’s grant application to HUD for Continuum of Care funds and State Emergency Solutions Grant (ESG) funds, and increases public education and participation.

Board of Directors

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community who together provide proactive leadership that engages policy makers as well as the community to work to end homelessness in Pasadena.

Our Solutions

We believe that the solution to homelessness in Pasadena is simple: permanent housing. In our role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies to prevent and end homelessness.

New CoC Projects

The Pasadena CoC actively encourages all service providers, including faith-based organizations, substance use treatment providers, victim service providers, and entities not previously funded by the CoC to apply for CoC Bonus or Domestic Violence Bonus funding to create new Transitional Housing and/or Street Outreach projects.

Projects will be selected for inclusion in the CoC’s Consolidated Application and ranked by the CoC Board. Projects that are selected for inclusion in the CoC’s Consolidated Application during the local competition are not guaranteed a contract award. The U.S. Department of Housing and Urban Development (HUD) will score the CoC’s Consolidated Application and select which projects will be awarded funding.

The Pasadena CoC will host a New Projects Applications Workshop on Zoom on Thursday, July 9, 2026 at 11:00 a.m. PST. All interested applicants are strongly encouraged to attend the workshop to understand eligible project types and the application process. Resources for new project applicants can be found below.

Timeline

New Projects Application Workshop

All interested applicants are encouraged to attend the New Projects Application Workshop on Thursday, July 9 at 11:00 am on Zoom.

New Project Applications Due

All new project applications are due by Wednesday, July 22 at 5:00 p.m. Applicants are required to submit an online application with all required attachments and requested information.

Notification of Scores

Project application scores are anticipated to be announced by Friday, July 31.

CoC Board Approval

The CoC Board will meet during the first week of August to select which projects will be included in the CoC’s Consolidated Application to HUD and to determine the ranking of all projects on the Priority Listing.

Notification of Project Acceptance/Rejection and Ranking

By Tuesday, August 11, all project applicants will be notified by email of the CoC Board’s decision to accept or reject their project application for inclusion in the CoC’s Consolidated Application and the final ranked position of all projects.
