Since 1995, the Pasadena Partnership to End Homelessness has served as the lead agency for the Pasadena Continuum of Care. The Continuum of Care (CoC) is a planning process implemented by the U.S. Department of Housing and Urban Development (HUD) in 1994. As one of the largest sources of federal funding for programs that address the needs of people who are homeless or at-risk of becoming homeless, HUD recognized the need for a more coordinated, collaborative, and community-driven approach to allocating resources to communities. The Continuum of Care process is the process by which communities identify local needs, develop strategies, and submit a single application to HUD for funding for programs designed to meet the needs in the community.

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies and plans to prevent and end homelessness; provides coordination among the numerous local organizations and initiatives that serve the homeless population, and manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.

Too often, society believes that people experiencing homelessness are responsible for their situation due to a character flaw or poor decision-making. In fact, the root causes—broken systems, institutional racism and misguided policies—play a significant role in how and why people become homeless.

What we do know is that homelessness is a temporary situation that does not define an individual. Our community’s comprehensive response to homelessness has yielded steady and encouraging progress for close to ten years. Although we continue to battle complex upstream factors that are largely outside of individual control and compounded by a long-standing history of structural inequities, an increasing number of people are successfully getting connected to the services they need and more people continue to permanently exit homelessness, retaining their permanent housing with meaningful support. As we continue to provide tangible solutions, it’s important for our entire community to gain a deeper understanding of the real issues, challenges and solutions that are leading to lasting change everyday.

What can you do?

By understanding the true causes of homelessness and the critical role supportive and affordable housing play in solving the crisis, you can be an agent of change. Your strong support for local housing initiatives is the key to bringing our temporarily homeless neighbors back home. We know that many people want real solutions to homelessness. However, there continues to be widespread misinformation about the homelessness crisis that further contributes to the stigmatization of a population that is already marginalized. Even people who have the best intentions may be misinformed.

More than half (54%) of people experiencing unsheltered homelessness in Pasadena lived here for an average of 21 years before their housing crisis.

In 2019, 291 people who experienced homeless in Pasadena were permanently housed through programs in Pasadena and throughout Los Angeles County.

Fewer than 5% of Pasadena supportive housing residents will fall back into homelessness.
