Since 1995, the Pasadena Partnership to End Homelessness has served as the lead agency for the Pasadena Continuum of Care. The Continuum of Care (CoC) is a planning process implemented by the U.S. Department of Housing and Urban Development (HUD) in 1994. As one of the largest sources of federal funding for programs that address the needs of people who are homeless or at-risk of becoming homeless, HUD recognized the need for a more coordinated, collaborative, and community-driven approach to allocating resources to communities. The Continuum of Care process is the process by which communities identify local needs, develop strategies, and submit a single application to HUD for funding for programs designed to meet the needs in the community.

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies and plans to prevent and end homelessness; provides coordination among the numerous local organizations and initiatives that serve the homeless population, and manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.

Renewal & Transition CoC Projects

*UPDATE: On August 7, 2026, the U.S. District Court for the District of Rhode Island ruled that HUD violated the Administrative Procedure Act (APA) in issuing the FY2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO). The Court set aside the FY2026 NOFO in its entirety, preventing HUD from proceeding with the funding notice as issued. 

As of August 10th, 2026, in light of this ruling, we are suspending our local CoC competition, including the application process for new projects and transition grants that was scheduled to close on August 26, 2026. We will preserve and properly archive applications that have been started or submitted so they can be retrieved if needed for a future funding process. 

At this time, we do not have information regarding HUD’s next steps or the timing or content of any future CoC funding opportunity. We will continue to monitor developments and keep applicants informed as additional information regarding CoC funding becomes available.

Renewal & Transition Projects Workshop

All renewal projects that are currently in operation will be required to attend the Renewal Projects Application Workshop on 06/25/2026 at 1:00 PM PST to review the application, evaluation criteria, and submission process.

Renewal & Transition Applications Due

All renewal applications are due by 07/21/2026 at 5:00 pm PST. Renewal projects are required to submit a completed online application with all required attachments and requested information.

Evaluation Panel Review

An evaluation panel comprised of at least three (3) people will meet to review and score all renewal projects on or about 07/28/2026.

Preliminary Scores

All renewal projects will be notified of their preliminary scores by 07/31/2026.

CoC Board Approval, Project Scores

The CoC Board will meet to approve all renewal project scores and make reallocation decisions on 07/31/2026.  All projects recommended for reallocation will have the option to submit a formal appeal in writing within five (5) calendar days by 08/04/2026.

CoC Board Approval, Reallocations

The CoC Board will meet to approve reallocation decisions, if any, on 07/30/2026. Any reallocation appeals by project operators will be heard at this meeting.

Notification of Final Scores and Ranking

All renewal projects will be notified in writing of their acceptance, rejection or reduction and ranked positions in the CoC priority listing on 08/11/2026.
