Since 1995, the Pasadena Partnership to End Homelessness has served as the lead agency for the Pasadena Continuum of Care. The Continuum of Care (CoC) is a planning process implemented by the U.S. Department of Housing and Urban Development (HUD) in 1994. As one of the largest sources of federal funding for programs that address the needs of people who are homeless or at-risk of becoming homeless, HUD recognized the need for a more coordinated, collaborative, and community-driven approach to allocating resources to communities. The Continuum of Care process is the process by which communities identify local needs, develop strategies, and submit a single application to HUD for funding for programs designed to meet the needs in the community.

The Pasadena Partnership is governed by a Board of Directors composed of representatives from the community. In its role as the lead agency for the CoC, the Pasadena Partnership promotes integrated, community-wide strategies and plans to prevent and end homelessness; provides coordination among the numerous local organizations and initiatives that serve the homeless population, and manage the CoC’s single, comprehensive grant application to HUD for McKinney-Vento funding which includes Continuum of Care funds and State Emergency Solutions Grant (ESG) funds.

New Project Workshop

On July 14th, HUD released the 2017 Continuum of Care (CoC) Notice of Funding Availability (NOFA). As part of the CoC NOFA process, the Pasadena CoC will be issuing a Request for Proposals (RFP) for new permanent housing projects to be included in the CoC’s application. The RFP will be an open application process with projects funded through bonus dollars ($185,042) and any available reallocation funds.

Eligible Projects

The following types of new projects are eligible to apply:
  • Permanent Supportive Housing (PSH) projects serving primarily chronically homeless individuals and families (including youth/young adults). Projects that serve 100% chronically homeless will have the opportunity to receive additional points when the application is scored.
  • Rapid Rehousing (RRH) projects that serve homeless individuals and families (including youth/young adults) coming directly from the streets or emergency shelters or who are homeless and meet paragraph (4) of the HUD definition of homeless which references those fleeing domestic violence, dating violence, sexual assault, stalking or other dangerous situations.

New Project Workshop

Agencies interested in applying for the RFP for new projects are required to attend the workshop for new projects hosted by the City of Pasadena Housing Department on Tuesday, August 8th at 10am. The Housing Department is located at 649 N Fair Oaks in the shopping center at the corner of Orange Grove and Fair Oaks and the entrance is just north of Blaze Pizza. You will enter through the double glass doors with the City of Pasadena seal and proceed to the 2nd Floor.
