DESCRIPTION:The U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Availability (NOFA) for the 2016 Continuum of Care Program Competition on June 29 (see https://www.hudexchange.info/resources/documents/FY-2016-CoC-Program-NOFA.pdf).  The electronic application is now available in E-snaps https://esnaps.hud.gov/grantium/index.jsf). The City of Pasadena\, as the Applicant for Continuum of Care Funding for the Pasadena Continuum of Care\, accepted Letters of Intent for Renewal Projects for the 2016 competition in May\, 2016.  Renewal projects must now be entered into the e-snaps system. \nThe consolidated Continuum of Care application\, which includes all renewal applications and the Permanent Housing Bonus\, is due to HUD on Wednesday\, September 14. HUD requires that all renewal applications and the Permanent Housing Bonus be submitted to the local CoC 30 days earlier. Therefore\, all applications\, new and renewal\, are due to the CoC by Friday\, August 12. \nIf your agency does not currently receive CoC funding from HUD\, you are a first-time applicant and encouraged to establish an Applicant Profile for a New Project Applicant right away (go to https://www.hudexchange.info/resources/documents/Project-Applicant-Profile-Instructional-Guide.pdf and see pages 10 – 13).  The Permanent Housing Bonus funding is available to first time applicants or existing providers who wish to develop a new Permanent Supportive Housing Program. \nA workshop for  New & Renewal Continuum of Care Applications will be held on Thursday\, July 28 at 10 am in the Community Room at Fair Oaks Renaissance Plaza\, 649 N. Fair Oaks Ave.\, Pasadena.  Renaissance Plaza is located at the corner of Orange Grove/Fair Oaks.  The entrance to the Community Room I located just south of the Von’s Market.  You will enter through the double glass doors with the City of Pasadena seal and proceed to the 2nd Floor. \nAny agency interested in applying for the Permanent Housing Bonus\, which is a new grant opportunity\, is required to attend. Please note the following which is from p. 16 in the NOFA. \n“The Permanent Housing Bonus is available to all CoCs to apply for funding to create new permanent supportive housing projects that will exclusively serve chronically homeless individuals and families or rapid rehousing projects that will serve individuals\, including unaccompanied youth\, and families coming directly from the streets or emergency shelters or persons fleeing domestic violence or other persons who qualify under paragraph (4) of the definition of homeless; however\, these program participants must meet all other criteria for this type of housing (i.e.\, individuals and households with children who enter directly from the streets or emergency shelter). A CoC is eligible to apply for up to 5 percent of its FPRN and may apply for more than one permanent housing bonus project. New projects created through a permanent housing bonus must meet the project eligibility and threshold requirements established by HUD in Sections V.G.2.b and V.G.2.c of this NOFA.” \nHUD has not yet released the amount available to the CoC\, but it will likely be around $150\,000.

This meeting replaces the former housing and homeless network meetings. The primary purpose of our quarterly meetings is to hear reports from the various committees.
